Telstra Phone Tower 25 Marshall St Manly

Proposal Summary

Telstra proposes to install a mobile network facility on the rooftop of the building located at 25 Marshall Street, Manly, NSW (“the proposed base station”). The proposed facility intends to provide coverage in the Manly locality which was previously provided by the facility at Manly Hospital. Manly Hospital has been closed down and we are advised that NSW Health will undertake a full redevelopment of the entire site, at this stage they are not able to provide final details but they do not want to limit their options by having a tenant on their land. They have only granted us a temporary site so that mobiles coverage will not be lost to the Manly Community, thus giving us time to find an alternative site. The proposed installation is a rooftop installation on a residential block of units located at 25 Marshall Street, Manly. Some alternative candidates were investigated but were ultimately discounted due to planning, RF or property reasons. The proposed base station is classified as ‘Low Impact’ as per the Telecommunications (Low-impact Facilities) Determination 2018 and therefore does not require a development application through Northern Beaches Council. Why is this required?

The base station that currently services the area is to be decommissioned. Therefore, Telstra must find a new location for a base station, to ensure mobile coverage remains in the area for it’s customers. The base station would also: - meet increased demand placed on the network; - accommodate growth in our customer base; and - improve and maintain local mobile network services, including voice calling, SMS, live video calling, video-based content services (such as news, finance and sports highlights) and internet browsing via our Next G® network.

Proposal Details

The base station will be comprised of:

  • Installation of three (3) panel antennas (each 2.53m in length)
  • Installation of six (6) panel antennas (each 1.3m in length)
  • Installation of a GPS antenna
  • Installation of six (6) Remote Radio Units and three (3) TMA’s
  • Outdoor unit (to house equipment)
  • Installation of associated ancillary equipment and cabling

Please note the antennas will be colour matched to the existing building colour.

Community Consultation and Having Your Say Telstra’s consultation requirements are accordance with the section 6 of the Mobile Phone Base Station Deployment Industry Code.

Telstra’s Community Consultation Program runs from 27 April 2020 until 18 May 2020.

Telstra has appointed Aurecon Services as planning consultants to undertake the Community Consultation Program on our behalf.
